agreement was an attempt to frighten
Hong Kong into another concession, and
that the Japanese subsequently found it too
inconvenient to leave the agreement in abeyance.
Whether, however, in view of recent developments
in Tokyo and around Canton the agreement will
longer have a her life than its predecessor remains
to be seen.
The Foreign Office will have
received a copy of this agreement from either
Canton or Shanghai and ? this may simply be
put by.
